Improving the public service provision for agriculture and rural development
To contribute to province- and district-wide mainstreaming of participatory local planning, financial decentralisation and improved public service delivery in agriculture, in order to reduce poverty and improve livelihoods in disadvantaged areas of Hoa Binh and Cao Bang provinces.
Implementing Agencies
The programme is implemented in Hoa Binh and Cao Bang provinces by following agencies:
- People's Committee of Hoa Binh and Cao Bang Provinces
- Department of Agriculture and Rural Development (DARD), Department of Planning and Investment (DPI), Department of Finance (DoF)
- District People Committees and Commune People Committees (DPCs &CPCs)
- Technical Assistance provided by HELVETAS Swiss Intercooperation
Main Achievement so far
- Capacity of about 4000 commune staff and village heads in 2 provinces (facilitation skills, computer skills, M&E) have been strengthened; 210 communes (100%) in HB and 56 communes in Cao Bang developed yearly SEDP following the new procedures. Village meetings for SEDP development involved more than 150,000 households;
- 848 infrastructures serving people’s livelihoods are built in Cao Bang and Hoa Binh through CDF with almost 300,000 beneficiaries;
- Near 500 commune extensionists and paravets have been trained on the method. More than 40.000 people participated in training with 1800 FFS classes organised;
- 142 PPSPs and 173 VSPs have been set up and functioning;
- In Hoa Binh, 40% of VSP have income of more than 2 million VND from providing services.
