Proposal/Technical Writer

Founded in 1955, Helvetas Swiss Intercooperation (Helvetas) is the largest Swiss international development NGO. With about 300 projects worldwide, Helvetas is present in 35 countries around the world initiating real change in the lives of over five million disadvantaged people each year.

Helvetas is seeking a skilled candidate for the Proposal/Technical Writer position to support the anticipated USAID/Bangladesh Responsive Local Governance Activity (RLGA). The purpose of this five-year activity is to support local elected government institutions to be more effective, responsive, inclusive and accountable institutions to address social issues and provide quality basic services to the most marginalized. The technical writer will work with proposal technical teams and lead the writing of high quality, compliant proposal submitted to USAID. The period of this position is four weeks depending on the proposal submission timeline.

Key Responsibilities:   

  • Serves as lead writer on capture and proposal efforts for USAID/Bangladesh Responsive Local Governance Activity (RLGA).
  • Develops key proposal products including annotated outlines, executive summaries, technical approach sections, and material to support oral presentations, if needed.
  • Serves in other proposal writing roles including weaving text from different writers, writing proposal sections (executive summary, management, strategic approaches, past performance, etc.).
  • Participates in proposal strategy, design, writing, and review sessions with business development and technical teams throughout the life of the proposal.
  • Edits technical proposals, focusing on improving readability by shortening sentences, eliminating redundancies, rearranging sentences to improve transitions, and clarifying exhibits and references.
  • Supports the development of capability statements and other business development or marketing related documents drawing from existing materials.

Required Qualifications: 

  • Bachelor's degree in international development, public administration, political science, or a related field. Master's degree preferred.
  • Minimum of 5 years of experience in proposal writing for USAID-funded projects.
  • Experience serving as a lead technical writer for USAID democracy and governance, rule of law, or human rights proposals.
  • Familiarity with USAID rules and regulations, particularly related to proposal development, compliance and reporting.
  • Strong understanding of local governance issues, particularly in the context of Bangladesh.
  • Strong understanding of USAID, its priorities and strategies.
  • Excellent writing, editing, and proofreading skills, with the ability to communicate complex ideas clearly and concisely.
  • Demonstrated strong leadership, high-level technical, analytical, interpersonal, and team building skills. 
  • Ability and experience managing large teams in culturally diverse settings. 
  • Knowledge of the regional dynamics and experience in Bangladesh preferred. 
  • Fluency in English.
